A 411-stall parking structure (adjacent to the Alapai Transit Center) for the Joint Traffic Management Center and Emergency Operation Center (StarBulletin article). This center will house the State Department of Transportation, the City & County of Honolulu Department of Transportation Services along with the Department of Emergency Management, Emergency Medical Services, and the Honolulu Police and Fire Departments.
